Support for jDownloads 3 has been ended
Since 17 August 2023 Joomla.org has discontinued support for Joomla 3.x. Therefore, we will no longer offer official support for our Joomla 3 jDownloads version 3.9.x from January 2024.
Please update your website to the latest Joomla version (Joomla 4 or Joomla 5) as soon as possible. Afterwards, please update jDownloads to the latest published version. The longer you delay, the more difficult the upgrade process for your website is likely to be.

If you turn on the debugging as described in the article it will produce a trace with typ[ically 20 lines of error report.  That is what I am after!!

First of all, thank you for your answer.
After installing the com_jdownloads.plugin_4.1.zip files, the problem was fixed.



JComments version I use: JComments 4.0.30 [January 2023]

Yes I am using komento 4.0.7. I turned on the debugging and it just shows the same error on the bottom of the screen...

I didn't move a sub-category; instead, I moved 'Downloads' from one sub-category to another within the same parent folder. The tags are gone from these files. You can try on my site.

Checked out on one of my test sites. Move a Category together with its sub categories does move the Downloads and the tags.
But if you use Copy then it seems the Tags are not copied.  I believe this is due to the way Joomla references/stores the Tags - but not totally sure this is the reason. :(
