Unauthorized access to downloads

Hi.

Thanks for the great free product. I installed JD on a site I'm helping out with and for some reason I can't get it to download any files. The upload function works well but not the download. I keep getting "Unauthorized access to downloads." error message. I've checked my permission, which seem fine, including some of the advice I found here (captcha off, cache off). I do have many other plugins, which I tested individually and didn't make a difference. I'm not sure what else to look for. I would be happy to provide you with credentials to the site if you wanted to look at it from the back end.

Joomla version: 3.7.2
JDownloads version: 3.2.52
PHP version: 7.0
MySQL version: 5.5.28-29.2
Template Framework: T3
