Front End Uploads

When doing an upload through the front end, there is a limit on the file size of 5120K.  Where does this limit get configured?  I have the size limit set to 800MB in the Uploads section of configuration and also in my php.ini.  I have no issues uploading large files from the backend.

This is also set in the relevant User Group Settings.  Goto te Group Creation/Editting Settings tab
In there you can set  the maximum file size (default is 5120 KB
You may also set if the User may Publish, File types and so on.
There is an important note at top of the Page which I have added below

Important: To use the 'Edit' or 'Create new Downloads' functionality then the parent category should have either 'Allow' or 'Allow (inherited)' for the Create and Edit permissions. This is usually best set in the relevant top level categories so that it is inherited by sub categories and their Downloads. Technically they could be set in the Joomla global permissions (options) but this is not a good scheme as that will allow every one to Create/Edit!
