Could you explain a little more please as I do not quite understand your question.
There are configuration parameters to have the Download opened in your browser or just saved as a file.  Is that perhaps what you are asking?

Do you mean what does the menu item My Downloads show?  This will show those Downloads that have been created by the user.  With jD v46 you can now select the creator when the Download is created or edited.  Actually one can perhaps best thgink of the 'creator' as the 'owner'.

jD can be set to send an email each time someone downloads. And it records which user downloaded which file in the Logs but of course for publicly available Downloads these are recorded s annonymous.
