If you read the hints you will see that the Views count is the number of times that people have got as far as the Download Details.  They may or may not Download from there.

The Downloads is the total count of Download.  This could be by going through Download Details, that is click name then maybe click download button on the Details page; or it could have been direct on the Download button on the listing page or from a Content Download.
