upload and publish many files automatically

I want upload and publish 16000 files automatically
how can I proceed?

I tried to use the "publish automatically" option but it does not work.

I also enabled the "Automatically Publish Files for Downloads" option but loading does not change anything, the files remain unpublished

The monitoring function does this only if it has found new files.
