License for translation

I was wondering. I see that there is a Dutch (nl-NL) translation for the component but not Dutch Belgium(nl-NL). I was wondering if licenses (to remove the backlink) are given out in exchange for full component translation. I sent in a contact form about that earlier this week but thus far have noet yet received a response. I've been doing it for my personal site yet and have translated a lot of components and windows software.

I'd be happy to offer my services for a license
