Unable to install Jcomments 3.07

I cannot get the plugin to show up or install. I have tried 3 ways with no luck in any. I followed this http://www.jdownloads.net/documentations/item/enabling-comments-on-downloads-with-jcommentsto try one way but still no luck. I have also noticed Jcomments did not put and plugin folder in /components/com_jcomments/plugins/ or any other folder either. I got the jcomments from here http://www.joomlatune.com/jcomments-downloads.html I'm running Joomla version Joomla_3.8.3-Stable

I have just checked installation and use on one of my test sites.  All was OK.
Tested with Joomla 3.8.13, jD 3.2.62 and Jcomments 3.0.7  As it was a long time since I last checked this I did follow the documentation.So there is somewhere that has not been installed/setup correctly!! If you would like me to look at your site to see what could be wrong then please send me a PM with super User Admin rights
