filter is applied in a strange way - [Both fixed in 3.2.10 !!!]

reproduce:
* back end login
* go to categories
* put something in the filter field and apply
* go to layouts

expected:
* the filter field is empty and all layouts are displayed

current:
* the filter used for categories is still in charge and filters the layouts ... very confusing

edit: same for the number of entries to display in the list table which can be fatal; if you have 200 categories it displayes "ALL" nicely but when you now switch to the downloads and you have 20000 ... your back end collapses
