I Edit Layout for files ,and i set the value of Number of columns
in layout as 2 or more,but in files list ,it still single column there,why ? it looks like this option does not work!

I am afraid it is a little more complex than setting the number of columns! You actually need to organise the layout itself.
As the hint explains "
Only change the default value (1) if you have created a layout with a special structure. Please see the example layout:
Sample with 4 columns. You can find more information in the FAQ.
If you look in Categories there are some multi column layouts there.
There are more layouts available at
http://www.jdownloads.com/index.php/downloads/category/10-layouts-library.htmlbut at this time there are no multi column Files layouts.
If you have some idea - say pics- of a 2-column Files layout you would like please let me know

PS this is not a bug so I have moved to General
I have given a try and spent hours to make 2 column files layouts but I faced some CSS problem! Help if you can :-\

Yes just specifying 2 columns in the layout setup is no help as it requires multiple layout changes as well.

where I have created a two column files layout. I intend to add it to the 'Layouts Library In the meantime you can download a 2 column layout a few steps down that topic.

PS I anticipate that in afuture major release that the option will be removed
