I am sorry but I do not understand!! :( Do you mean that from the Front End you do not want a Download automatically Published when it is uploaded?

I think you means the auto monitoring functionality?
But when you create not any new folders and upload not new files via FTP, nothing will be added. So i understand not your problem.
