Hi
Have you set the Ranking value of your 'uploader' User Group sufficiently high? You might find the following article useful.

I typically set 'uploader' user group ranking to  avalue of 123 so it is ranked above all others.

Hi
If you read the documentation you will see that User Groups with zero ranking are ignored. So Yes.
It would be normal to have just a few User Groups that can upload and then join users to the relevant User Group.  Like Arno I am wondering why you have so many User Groups which look like they are all individuals.
If it is for uploading then I would suggest you allocate them to just one or two User Groups with upload capability, that is Create, Edit, Edit Own permissions as well as Download permission.
If you are wanting to have users access to only their own uploads then consider using the List My Downloads menu item and that when creating an upload you assign a specific user as the creator.

If you explain what organisation you are seeking then I am sure we can assist in making the best use of the Joomla! permissions and View Access capabilities.
