Version 3.2.28
Sort Order option in header not showing if only one page of downloads, but does show if multiple pages. Category/Subcategory Description set to "Hide" on menu item. This is when the Sort Order is explicitly set in the menu, but default is "No"
If multiple pages of downloads, the "PrevNext items are not spaced correctly.
Updating to current version (.28) gives "successful", "warning", "Error" messages

The spacing is entirely down to your template, please see first two pics attached.
However if you added some css into jdownloads_custom.css like
.jd_page_nav {
letter-spacing: 10px;
}
then the effect is shown in pic3.
There is an article on adding css see http://www.jdownloads.net/documentations/item/custom-css which may help. Think you could also modfy your active Standard Files Layout to add in-line css

Afraid I cannot reproduce your example! Please see attached pic. Only times it did not give sort order were when only one or zero downloads.
Could you provide details of your setup please. Also are you using standard layouts?
