Is it possible to restrict users from adding files to the Uncategorized directory? in other words, force them to chose one of the categories already established.

Yes it is possible to restrict which categories a user group can Create/Edit a Download. It would be good if there was a simple User Group question about showing Uncategorised. But not there in this release. The method is a combination of Joomla! Permissions and View Access Levels. Please see Controlled Access to Categories and Downloads (Permissions & Access Levels)
