Is it possible for users to delete a download file via the frontend. I can't find it in the version Version 4.0.48 Stable. And how to install when it'd possible?

The general answer is Yes - but the current user has to have the relevant delete permission.

Download is not just the downloadable file but it includes items such as its description, permissions and so on
Setting up the permissions is done through the User Group settings. Typically the 'creator' of the Download and the Super User could have the appropriate permissions and access level.
So could you please explain why you need the ability to delete from the front end. Do you mean the entire Download or just the file in the Download?

Also you mention a Download file
There are downloads that has a new version, so the old on has to be deleted. I prefer that it works in the frontend. There are more users that write documents. Otherwise they had to sent the new document to the administrator that places the new version.
Is there a better way?
