It's one of the Layout names for downloads but nothing showed up at front end.

There is a whole section on layouts.
Also have you just installed jDownloads?  If so the documentation nas an article about first time installation

Yes, I did go thru the documentation.

I had re-installed 4.0.48 a couple of times. It worked the first time but now using {jd_file onlinelayout==Files Layout Single Line v3.9}{jd_file file==1} showed nothing (blank output).

Both of these showed the same thing:
{jd_file onlinelayout==Standard Files Layout with Checkboxes v3.9}{jd_file file==1}

{jd_file onlinelayout==Compact Files Layout with Checkboxes v3.9}{jd_file file==1}

Output not exactly what "Single Line" produced but I'll settle for either of these.

I see you are using the jD Content Plugin.

And Additional Aspects of Using the Content Plugin
The second article is probably more relevant.  Also you will need to check that you have set up the Access Controls and UserGroup permissions
the content Plugin was originally designed to allow Download links in articles.
