I can't figure out the setting?

Public = view all files, download a few
Registered = view all files, download all files

Is this possible in an easy way

Hi
This is all about who can view and who may download. Who can see Categories and Downloads is set by the 'Access Level' and who may download is set by the 'User Group Permissions'.

Public users do not have to log-on but Registered users do need to logon.
As you want all users to be able to see all the jD Categories and Downloads then set their Access to Public.
This is the usual default setting.

So we need to give members of the Registered UG permission to 'download'.
