Is it possible to make a download link for a file for certain time. If anyone knows the link the file can be download, whichever that file is in a public download access or not.

Basically the answer is yes but you do need to comply with the permission and access. Setting as Public Access would be the minimal requirement.
In the actual Download you can set the start and finish publication dates and times.
