Title: Wrong file size calculation, upload does not work on frontend - [Not a bug!]

I can not upload files through the frontend. The backend works fine. My site has a size limit for uploads of 512MB. This is what it says on the Files tab:

Maximum upload size: 512.00 MB
Select a file to be uploaded to your server. This file will be used for downloading.
Note 1: If the file already exists, then it will be overwritten.
Note 2: If you are going to select an external file below then this field must be empty, that is showing 'No File selected'
Allowed file extensions: zip, rar, pdf, txt
Allowed maximum size (site): 5120 KB


Note that Allowed maximum size is only 5120 KB - it is calculating something wrong here! I have tried to upload a 20MB file but it refuses and tells me the file size is wrong!

Hi,
please check the upload limits for your user group!
You find it under User Groups Settings.

Please. tell me where I can find those settings! Either I am blind or then we have different versions. I have the beta 4.0.17 installed. My Options page in jDownloads looks like this, here with the Uploads tab open.
