Have tried with 4.0.16 but have same fault!!
Think it might be the ar-AR language - which I installed to check the Right to Left presentation, which is OK.
I wiil remove the ar-AR and test again
Note that jD4 does not recognise {ar-AR}.....{/ar-AR}

I find only:
Arabic (Unitag) = ar-AA
Arabic (Saudi Arabia) = ar-SA

I was using ar-AR. Please also note that jD does not recognise {ar-AR} and {/ar-AR}. These are needed in layouts to select the correct set

But which language shall this be?
We do not have a language with this identifier on transifex for jD.
And I cannot find a language like this for Joomla 4. ::)
But we are out of topic. So I will move this language part to a new topic.

I loaded this language in the normal way for Joomla 4. (also did this a long time ago in Joomla 3 and jD3.9)
That is System - Manage - Languages the button Install Languages.
Gues the problem is that we need a jD version of the ar-AR language even if it is not translated?
Actually have just looked at the jD Translations and there is a Arabic -unitag that is 15% translated in the 3.9 section

PS Think we should temporarily name the jD 3.9 section of the jD languages as say 'jDownloads 3.9 and 4.0 Languages' and then sort out properly when we have an initial jD4 release .

the official identifier for the arabic unitag translation is aa-AR.
So I do not understand why you want to use an own identifier.
- rename your aa-AA language to aa-AR
- install the aa-AR Joomla translation
- install you own (renamed) aa-AR arabic translation
It is pointless to install only a special jDownloads translation without also installing the corresponding Joomla language.
