Brand new, clean install of Joomla 4.2.5 on a local server
Clean install of JDownloadss 4.0 (was not an upgrade)
Php 8.0.8
Created a Joomla menu link "List All Categories (Default)"
Created a category called "Documents" in JDownloads
Created a download file for a pdf document
When I go to the front end to download the file I get a message that only registered and logged in users can download from this category and this file (see attachments). I have not changed the permission for anything. If I am missing something then I am sorry for wasting your time.

this is not a bug more a changed default settings.
In prior releases was always the standard permission setting (in jDownloads options) that members from all usergroups have the permission to use the download action.
But if users wanted to restrict these permissions afterwards, this was only possible with some effort. So now we try another default setting. So for each (root) category this permission must now be set explicitly. So just like the other rules for edit etc.

Excuse me for my mistake. it was a bug after all. But is now fixed.
After update should be use again the old permission settings now.
And should als be again inherited from jD global permission settings to category. ;)
