Not sure what you mean by limited?
For each user group that is allowed to create/edit Downloads in Front End to need to set option "Use Editor for Text Fields" to Yes. The editor used will be the one specified for individual users in Joomla! Users. Some editors such as JCE allow setting up different profiles for different User groups and if Front End.
