can I set a default category in the user group settings for the default jd category in drop down list on create download form?

As I outlined previously you set this up in the 'Create Download' menu item. Specifically in the Options tab of the menu by setting option 'Default category' to Yes and then specifying which category to use in the 'Choose a category' pulldown.
But it does not end there as you need to set a view Access sothat only those in the permitted user group can see that menu item.
In the relevant usergroup settings you untick 'May select a different Category'
Further you need to set the permissions on the selected category such that the relevant user group is allowed to create and edit but not edit state. Never set a Deny permission as it has many unforseen effects!!the article below might be helpful
