Have reproduced !! It actually seems to affect other UGs as well. Once the 'Display add/upload icon' has been set to no somewhere it seems to affect all UGs

I have fixed this bug now for next version update.

Use the unzipped file below to try it.
Copy it to /administrator/com_jdownloads/layouts/edit/
