6- can I have a total number of downloads available per download, (not user limits, but global number of downloads per download....available across all users) ALSO, can I show this element in files & download details layouts

The limits are set
per user according to the limits set for the relevant User Group Limits settings. There is no overal limit per Download. Why would you want to have such a limit?
