Title: Cannot edit Download with no file from front end

If a Download is created or edited so it has no downloadable file then it is not editable from the Front End if the user does not immediately re-add a file. The edit icon is not shown in front end for Downloads with no file.
The Attached pics show a sequence where this occurs.
