Edit Own permission problem

There is a problem if the allowed editting permission is just Edit Own
The 'pencil' icon appears but one then gets an error message "Edit not Allowed"
Note the edit pencil only appears on those Downloads created by the logged in user.
The setting of 'Edit State' does not affect the situation.
This bug was first notified by user zeed.

Update: Cause of the problem has been identified and a fix is in progress
