Sorry I do not quite understand :( I think what you are asking is could you show a module such as Top Downloads In the Description part of athe Category. Have you tried using the No Number Modules Anywhere?
Alsdo of course you could include Download links using the jD content plugin. I have added one of the new files layouts which just give the link that could be used with the jD Content plugin. And with Modules Anywhere you could use the Related Module.

Related Module works only in Details Layouts and Summary.
I though that Jdownloads can displays downloads in category lists by default (using options in component setting).
