No captcha shown when option: 'Remove empty HTML tags?' used -[Fixed in 3.2.4]

I've set that guest must solve a captcha to download files, but there are no captchas shown.
Captcha should work, because it is also shown when guests register.

Using latest jdwonloads, jomsocial and recaptcha.

I can not really confirm this bug with default configuration settings. See pic.
Have you it tested locally?

Okay i have found the problem.
It has to do with the option: Remove empty HTML tags?

Fixed in 3.2.4
