Please install the newest release and check it then again. You can use the Joomla update manager for it.

I have a site-music library. There are about 7000 attached files using this program. If I reinstall it, it will take a long time to configure all the upload files. Are there any other options? May not have enough server capabilities?

You should only update to the newest version. This has nothing to do with reinstall.
All settings remains. The update will only overwrite the php, css, js and language files.
Or have you modified jDownloads core files?
