 In the Edit Download screen, Descriptions tab;  Publisher can add rich text to the description but registered users can not. 

I would like Registered users to be able to add rich text to the Descriptions text.  I just can't figure out how to change this.

I assume you mean that the Publisher group shows your default editor but the Registered group just has a simple text entry.
If this is the case then see  User Groups Settings - Group Creation/Editing Settings there is a field 'Use Editor for Text Fields' It is probvably deselected in Registered Group but selected in Publisher Group.  The default is Selected.
