For video size, encoder (Format) and Bit Rate of the video are turned out to be the most important reference indexes. In broad terms, the video size is determined by bit rate. Under the same definition, the higher bit rate the video possesses, the bigger the video size is.

I believe this is quite impossible. You cannot have the same quality with decreasing the size of the video. A friend of mine tried doing it for his report with labreportwriter.com and nothing worked. Probably he used a totally different tool, but still I believe no matter whatever you use it will be hard to achieve this.

Alternatively, this media cutter is also a professional one that can cut needless sections off to shorten file size. It besides let you adjust parameters, like bit rate, codec, resolution, sample rate, channel, etc. in your own way.
You are as well allowed to cut YouTube videos as you wish
