No file download from a categorie

Hallo, i have two categories under the same main-categorie.
In both categories are files.
In one categorie there is the possibility to download the files (see picture),
in the other is shown the information "You do not have permission to download this file" (see picture).

What is wrong?

Hi
The usual reason for this message is that you have not set up any Download permissions for the user group.  Or that somewhere you have set up a Deny Permission.  It could also be you have not set a nonzero  ranking for the user group.

If you PM me you admin login & p/w details and the name of the logged in user & p/w I will look and advise

I have changed the permissions to give the actions as shown in the summary below. 
One way of thinking how to set permissions is to have two user groups, both with Registered as their parent for every top level Category.  This is to ensure that there are no inadvertent permissions carried through implied membership of other groups.  Another variation of the User Groups is to make the Download Only UG have Registered as its parent and the Uploader UG to have the Download Only as its parent.  Next make all component Permissions inherited so Permissions  are controlled by the Categories.  In fact the objective is to keep as many permission settings as possible as Inherited, and to have no Denied permissions.  Each top level Category and its Sub Categories is then treated as a separate case.  Usually the permissions can be sorted out with only changing the top level category and those categories in the first sub level.  Any permission set in the top level category will pass through to its sub categories.
