Show empty Categories and Subcategories

The option in the front end to avoid showing empty categories has a fault which is being investigated
Presently the option is disabled and not shown

yes I know this. But I had problems to fix it as I need more time for it. But this must wait. This is the reason for the temporary deactivation.
