Have you seen the following article that may prove helpful

Essentially if you want accented characters you need to make sure that your server supports these as file names.  Presently I think you are using tranliteration which converts characters to the basic unaccented set.

I've used the transliterate  and utf8_latin_to_ascii functions of joomla 3.x
