Permission issue

Before using version 3.2 ... I could always configure download permissions well. I want the visitor to see the download, but does not have permission to download. After updating to the latest version, this does not allow me. If I give permission only to the "registered" group, the "public" group does not see the download.
Can someone help me set this up?

please tell use from which old version have you updated to 3.2.65.
Have you tried to find a solution in our documentation? There exists some examples for a correct permission settings.
