Hi is there a way I can display a link on the download page that takes me to an external location on another site?

Yes there is a way. When selecting the downloadable file for a Download then do not put anything in the "Select File for Upload" but look further down to see the field "External File Link".  put the full location of the remote file from say gdrive or similar, and also set the field "Is the main file on an external web page?" immediately below to Yes.

Ok I know how to put a link as a document but this will not work unless there is a way to lock it on top.

What do you mean by the 'lock it on top'?

A Download is created as normal but using the external field as I indicated.  You can then use the jD Content plugin to refer to make it downloadable in other content.

What this link is to is Google Calendar which is part of this download area.  So if I made this document link it goes in with the rest of the documents.  And in order of the download, is there a way to keep this as the first document?  And then the rest of the documents would be below the link, leaving the link as the first item that you see?



This link would work best in the description of the download area but I couldn't find a way to display the description on the download page.

Light is beginning to dawn!!  I now see that you want to list a particular documant first.
The answer to showing an article first depends on the answer to the following two questions.
The description may or may not be shown dependant upon which files layout you have selected.  Again which layout is used depends on the answer to the two questions above. 

If it is Q1 that is relevant then the appropriate layout is set in the jD config Plugins tab.  The default layout used does not show the description.
If on the other hand Q2 is relevant then it depends on the layout you have set as the active on in the Files layout selection.

I am using number 2 List Single Category, Ok you said depends on the layout I am using the default layout I believe and I'm not sure how to adjust the layout.
So I could modify the layout to show the description of the Category?  If not can I lock this download Article to be the first one that they see?  If I adjust this layout will it affect the other Categories?

There are several articles on Layouts on the documentation that might help.

There are several types of layouts Categories, Category, Files and Download Details are the main types.
There are multiple  layouts in the Categories Section. If you activate 'Standard Categories Layout v3.2' that will show the description of each category that has a description.
There is only one layout in the Category section which is called 'Standard Category Layout v3.2'. This also has the placeholder {cat_description} to show the description of the category.

You can add a description to a Category by editing it in the Back-end
In the menu item on the Categories tab you can select to show the description od the Category and choose to show those of the sub categories.

In my experience category descriptions are not often used but in your need they are the right approach.
I have found an anomaly whilst checking out for you.  Suppose the category you wish to select is call 'cat B}  Then make a category called say 'cat A'. Next modify 'cat B' to be a sub category of 'cat A'.  Point your show Single Category menu item to show 'cat A'
There will be a header line then CatB will be shown with its description.  The Downloadable files will be shown below the cat B description.
