is it possible to something like the image attached, with these features:
1- Download a file in exchange of email and name
2- Track who downloads what
3- Fill an Acymailing list whit the collected emails.

I think a few things should be possible with jD (user must fill out a form before he can start the download) and it should exist also an extension from Acymailing for jDownloads.
But sorry, you can not really think that we spend our time to find out for you what is possible and what not (in this combination).
By the way, the most email data would be in this case useless and/or wrong. My opinion and experience. ;)
Hi For the Acymailing jDownloads compatible plugin go to
www.acyba.com/acymailing/plugins and search for jDownloads (tag plugin) v4.5.0 or higher (
the word 'tag' is not related to Joomla! tags!). This plugin supports both the 3.9 and the 3.2 series. It is a
long way down the list in the 'Files Management' section.
To get the user to supply emaill etc Then goto the User Groups Settings. In Group Settings tab Find the View Inquiry Form. When set to yes it willl show several other fields incuding wheter or not filling out the form is mandatory.
Have not yet had time to wrie an Article on this part of jD
