I am having the same issue, I am not using any IP blocking on either my site backend or from JDownloads. I've disabled almost everything I can think of to fix this: logging, directory monitoring, hotlink protection, block without referrer is off.

You may have a large logfile that is causing a long search time. In the jD System plugin there is the possibility to set the maximum size.(For jD3.9 series we have revised this to keep a maximum number of days of log entries tyically 93 days as that is all that is required for various mudules and the like).

Sounds to me as if you have set up a delay for either the Public or the Guest User groupsPresume it happens for all Downloads not just specific Downloads
Please check User Groups - Group Settings-Activate Waiting Time and also the content of 'Waiting Time Message'
